Is this ignored?

Wow I have been spending days now on trying to get some attention on this problem but it seems no one is intrested in it. I mean the fact is around 42000-43000 americans dies each year in traffic and it is costing around 254 million dollars each year. I have tryed to contact the Department of transportation in US, many of the governors in alot of the states, Insurance companys and foundations. But it seems no one is intrested to solve this, even if I have the project ready to start with this. If anyone have a sugestions I am up for it please...
